MINUTES OF REGULAR MONTHLY MEETING
COMMISSIONERS OF SOUTHERN PLATTE FIRE PROTECTION DISTRICT
December 17, 2003

The regular meeting of the Board of Directors of Southern Platte Fire Protection District was held Wednesday, December 17, 2003, at Station Four, 8795 NW N Highway, Kansas City, Mo.

Nelson Hopper acting as Chairman called the meeting to order at 9:03 a.m. Present at the meeting were Director Gary Judd, Director Michael Newburger, and Director Nelson Hopper. Also present was Fire Chief Richard Carrizzo, Northland Regional Ambulance District Director Bill Bishop, Division Chief Bill Fiser, Division Chief John Callahan, Brian Hershberger, Chris Alvarado, and Sam Mitchell

Minutes of the December 2, 2003, meeting that had been previously emailed to the Directors were accepted upon motion made, seconded, and passed.

The Treasurer's report, prepared by Treasurer Connie Thomas for the month of November was passed out at the meeting. After review, the Treasurer's report as presented was accepted upon motion made, seconded, and passed.

Chief Carrizzo reviewed the process of transition of the bookkeeping.

The following Old Business was brought before the meeting:

    1. Legal Issues: Chief Carrizzo reported that there were no legal issues from Attorney Greene.

    2. Apparatus Update: Chief Carrizzo reported that there had been no maintenance on apparatus during November. Apparatus #9601 (Station One) gold leaf had been peeling, had been fixed, and was peeling again. This will be taken care of.

    3. Training Tower: Chief Carrizzo reported that Four Star had been out and began working on the floor drainage issue.

The following New Business was brought to the meeting:
    1. Northland Ambulance District - Director Bill Bishop presented different options that his Ambulance District could provide to this area.

    2. Chief's Reports:

      Chief Carrizzo reported:

      a. Thank You notes were read from:

        1) Langston Family for helping out the husband on an EMS incident
        2) Lakeview Middle School - for the usage of the fire hydrant
        3) KCK Fire Department for the kindness and generosity during the funeral of Capt. Gary Boyert

      b. A contract had been signed with SBC reducing our internet cost during the first year and keeping the cost the same the second and third years.

      c. The long distance contract was changed to SBC, reducing our long distance cost by approximately 395 percent.

      d. The 2002 Life Safety Award was reviewed.

      e. It was reported the 17 students had paid for the January 2004 FF I & II class being held at SPTC.

      f. Heart of America Metro Fire Chiefs Council was sponsoring an Accreditation Workshop in March that would be held at SPTC. The return would be to have 3 students from SPFPD attend the course at no fee, a savings of approximately $1,125.

      g. There was a payroll mishap in 2002 that was explained. The problem has been corrected with a cost of approximately $10,510 outlaid to 8 current employees and 1 past employee.

      h. Station Three's roof warranty is still being explored for all of the alternatives.

3. Union Report:

    Chief Carrizzo advised that the members were working on an MOU

    hief Carrizzo reported on the compliments that had been received.

Director Judd apologized for missing the Christmas Party, but wanted to thank all of the employees for all that they had done over the past year. With all the hard work and support that is given it makes the Board's job easier to accomplish goals.

Director Hopper and Newburger concurred and thanked all for all of the hard work and dedication that is given to the community and organization.

At 10:12 the Board closed the meeting to go into Executive Session to discuss a personnel issue.

At 11:15 the Executive Session closed and the meeting opened to the public.

While in Executive Session, the Board of Directors motioned and approved to authorize a retirement performance incentive for Chief Richard Carrizzo.

There being no further business to come before the meeting, it was adjourned at 11:16 a.m.
