COMMISSIONERS OF SOUTHERN PLATTE FIRE PROTECTION DISTRICT August 13, 2003 The regular monthly meeting of the Board of Directors of the Southern Platte Fire Protection District was held Wednesday, August 13, 2003, at Station Four, 8795 NW N Highway, Kansas City, Mo. Nelson Hopper acted as Chairman of the meeting and called it to order at 9:10 a.m. Present at the meeting were Directors Hopper, Judd, and Newburger. Also present was Chief Richard Carrizzo, Attorney Leslie Greene, and Union Representative Dale Minton. Minutes of the June 18, 2003, meeting that had been previously e-mailed to the Directors were accepted upon motion made, seconded, and passed. Treasurer's reports were handed out, prepared by Treasurer Connie Thomas, for the months of June and July. Chief Carrizzo explained the lack of interest earned on some of the accounts due to our signed Agreement with UMB, which included no interest if 100-point basis fell below the T-bill rates, which it did in July. Treasurer's Report as presented for June and July were accepted upon motion made, seconded, and passed. The following Old Business was brought before the meeting: 1. Legal Issues: Attorney Greene summarized the Division of Labor issue regarding prevailing wages during the construction of the training tower for the Board. Nothing further has taken place. Attorney Greene advised she is reviewing the HIPPA Regulation and how the District is effected. 2. Apparatus update: Chief Carrizzo reported all apparatus in service. Apparatus 9603 has returned to service after having all of the oxidation corrected and painted. The cost was lower than the bid price. Apparatus 0001 and 0002 are having oxidation problems. Pierce Manufacturing is being contacted to have the issue addressed under warranty. 3. Training Tower: Four Star and WHP Towers are still looking at different options for the first floor drainage problems. Nothing further to report on the issue, we are waiting for WHP and Four Star to work on the problem. The following New Business was brought to the meeting: 1. Chief's Report:
A volunteer hiring process is scheduled to take place on September 6. Chief Carrizzo discussed a meeting with Blue River College regarding the College's use of the Training Center. Chief Carrizzo reported on his meeting with the Platte County Mayor's Council regarding the MAST issue and service coverage. Chief Carrizzo reported that the Missouri Ethics Commission paperwork had been completed verifying a budget over $1 million for the year 2003. Chief Carrizzo reviewed the election results from the August 5, 2003, election. Chief Carrizzo reviewed the hiring of Samuel P. Mitchell as a paid employee, replacing Brent Urbaniak. The Pension Committee was discussed and Agent Joe Farris will be called in for a question and answer session. Chief Carrizzo presented the Tanker-Pumper specifications to the Board. Upon motion made, seconded, and passed the Board authorized Chief Carrizzo to move forward with bidding of the apparatus as presented in the specifications. The Board accepted upon motion made, seconded, and passed the Chief's Report. 3. Tax Hearing: Commissioner Judd moved that the 2003 General levy for the Southern Platte Fire Protection District be set at the rate of 67.26 cents per $100.00 assessed valuation to fund the year 2004 General Operating Budget. The motion was seconded by Commissioner Newburger and passed unanimously. Commissioner Judd moved that the 2003 Debt Service levy for the Southern Platte Fire Protection District be set at the rate of 9.73 cents per $100 assessed valuation to produce approximately $270,944.00 to make the year 2004 payments on the bond indebtedness of the District. The motion was seconded by Commissioner Newburger and passed unanimously. There being no further business to come before the meeting, it was adjourned at 10:15 a.m. Respectfully submitted,
