COMMISSIONERS OF SOUTHERN PLATTE FIRE PROTECTION DISTRICT February 19, 2003 The regular monthly meeting of the Board of Directors of the Southern Platte Fire Protection District was held Wednesday, February 19, 2003, at Station Four, 8795 NW N Highway, Kansas City, Mo. Nelson Hopper acted as Chairman of the meeting and called it to order at 9:05 a.m. Present at the meeting were Directors Hopper and Newburger. Also present were Chief Richard Carrizzo, Lt. Col. Gary Gregory, and Captain Brian Main. A change was made to the agenda and Lt Col. Gregory of the Civil Air Patrol gave a presentation. Lt Col Gregory presented four Certificates of appreciation for the CERT Training that Captain Main gave to 22 CAP members. These members were from Richard's Gebaur, Lee's Summit and Sedalia Units. The Certificates were in Chairman Hopper, Division Chief Callahan, and Captain Main's names. Minutes of the December 18, 2002, meeting that had been previously e-mailed to the Directors were accepted upon motion made, seconded, and passed. Treasurer's reports were handed out, prepared by Treasurer Connie Thomas, for the months of November, December, and January. Chief Carrizzo informed the Board that there is enough tax revenue and CIP reserves allowing the successful 2003 operation of the District without taking into account of additional 2003 income. Treasurer's Report as presented for November, December, and January were accepted upon motion made, seconded, and passed. Per the recommendation of Treasurer Connie Thomas, motion was made by Commissioner Newburger to authorize the 2002 Audit with David Clevenger. Motion seconded and passed. The following Old Business was brought before the meeting: 1. Legal Issues: Nothing to report. No legal issues for January or February, to date. 2. Apparatus update: All apparatus was reported in service by Chief Carrizzo, as of date. P23 would be going in for a passenger door that was continuing to open. Chief Carrizzo would forward the e-mail from Division Fiser for all of the maintenance that took place in January.February 19, 2003February 19, 2003 3. Department Values/Strategic Plan: Through the Partnership meetings with the employees, the Plan was discussed and appears to be moving forward. Chief Carrizzo continued to outline the plan of action and training this year for the officers and employees. 4. Training Tower: Chief Carrizzo reported that the "burn-in" of the tower did occur and outlined the problems that occurred. Four Star and WHP Towers were working on fixing the issues. 5. Worker's Compensation Insurance: Chief Carrizzo reported that MOFAD was the new Worker's Compensation provider. The following New Business was brought to the meeting: 1. Chief's Report: Chief Carrizzo reported that the District would not be able to apply for the Missouri Conservation Grant due to not meeting the population qualification. The District's population is greater than the 10,000 maximum. Chief Carrizzo read the following letters:
Governor Holden - thank you for Dr. Matt Gratton's nomination to the State Advisory Council on Emergency Medical Services Consolidated Public Water District - thank you for use of Station No. 4 Training Room and special thank you to FF Dean Cull and the crew that assisted with the unloading of supplies Northland Regional Chamber of Commerce - Thank you to Chief Carrizzo for participating in the Northland Leadership panelist A pre-construction meeting was held with Parkville Commons and the proposed weekly meetings would be held during the entire project. Chief Carrizzo advised that P&G Hardware had received a final plat permit for 45 Highway and National Drive. Chief Carrizzo advised that he was one of two Heart of America Metro Fire Chiefs Council (HOA) members asked to sit on the MARC 9-1-1 Coordinating Committee. This Committee then placed him on the MARC Homeland Security Council, representing HOA and the fire service in the region. The Board accepted upon motion made, seconded, and passed the Chief's Report. 3. Open House: Chief Carrizzo gave an update on the Open House being held March 8th for 11:00 a.m. to 2:00 p.m. Chris Cakes was scheduled to supply lunch. A live burn demonstration was also planned. The invitations sent out were reviewed. 4. Labor/Management Report: Chief Carrizzo and President Minton attended the Labor/Management session on January 12-14. Nine members of the District attended a one-day Labor/Management Seminar on January 15. v Chief Carrizzo discussed the mutual aid contracts that had arrived from Missouri Department of Conservation and Riverside Public Safety. Motion made, seconded, and passed authorizing Chief Carrizzo to execute these Mutual Aid contracts and others that he felt would benefit the District, on behalf of the District. 5. After a discussion, the Board encouraged and supported Chief Carrizzo's bid for office of Missouri Valley Division of International Association of Fire Chiefs. 6. President Hopper asked about a firefighter's physical fitness program. Chief Carrizzo discussed the voluntary IAFF/IAFC Fitness Program and the affects on employees volunteering for the program.
