MINUTES OF REGULAR MONTHLY MEETING
COMMISSIONERS OF SOUTHERN PLATTE FIRE PROTECTION DISTRICT
March 22, 2001

The regular meeting of the Commissioners of Southern Platte Fire Protection District was held Thursday, March 22, 2001, at Station Three, 10811 NW 45 Highway, Parkville, Mo.

Dean Cull acted as chairman of the meeting and called it to order at 7:02 p.m. Present at the meeting were Commissioners Cull, and Newburger. Also present were Chief Richard Carrizzo, Gary Judd, Brian Main, Jonathan Messick, Steve Shaumeyer and Kelly Wingert.

Minutes of the February 2001 meeting which had been previously e-Mailed to the Commissioners were presented to the Commissioners. They were approved upon motion made by Mr. Newburger, seconded by Mr. Cull and passed.

Mrs. Thomas presented the treasurer's reports for January and February. After discussion and upon motion made by Mr. Newburger and seconded by Mr. Cull, the reports were unanimously approved and accepted by the Commissioners.

The following old business was discussed:

1. Legal Issues - Mrs. Stewart-Greene was not present, but in a telephone conversation with Chief Carrizzo, she stated there were no legal issues to report.

2. Ambulance Issue - Chief Carrizzo reported that there was a two-minute decrease in MAST times.

3. Station One - Chief Carrizzo reported that Station One still has leaks and patching is being done. They are continuing to work on repairs. The pancake breakfast/open house is scheduled for March 31 from 8 to 11 a.m. Dean Cull and Michael Newburger will attend. Nelson Hopper will not be able to spend the entire time there. Chief Carrizzo stated that the South Platte Kiwanis Club has offered to help. He will check with them to see what they would like to do.

4. Apparatus Update - Pierce Pumper 3 is out of service. Everything else is up and running.

5. Station Four - All concrete is poured. The site manager has indicated the building will be ready by the second week in June.

6. Department Values - Chief Carrizzo stated that the mediator will agree to participate at no cost. Chief Carrizzo suggests an honorarium. Greg Moerer will get dates that will be satisfactory for everyone.

The following new business was brought before the meeting:

Chief Carrizzo's report included the following:

1. Chief Carrizzo stated a new Sunshine Law book has been printed. He stated there were no changes in the law but suggested that the Commissioners should read it.

2. Chief Carrizzo advised that thank you notes had been received from Den 3 Tiger Cubs who visited the station and form St. Therese's Daisy Scouts.

3. Chief Carrizzo reported on Charles Pike's inspections from last year. He has asked Mr. Pike to submit his report every six months instead of yearly.

4. Chief Carrizzo gave the Commissioners the Monthly Code Enforcement Report presented by John Callahan and Brian Main. That report for February 2001 is attached and made a part of these minutes.

5. Chief Carrizzo reported that he had authorized Joyce Nelson of UMB Bank to reinvest funds not needed at this time for construction payments in the Safekeeping Account in order to receive a better rate of interest. He also stated that the auto, property, general liability, and other insurance was higher this year than last partly because of additions and some rate increases.

6. Chief Carrizzo stated that he had received two inquiries about renting a portion of the Station Four property. One inquiry concerned rental of an acre of ground on which to place a tower. The other concerned renting space in the station by the water district. These inquiries will be addressed when the station is nearer completion.

7. Chief Carrizzo also reported that there was a new leak at Station Three, which has been repaired.

Upon motion made and seconded, the Commissioners accepted the Chief s report as presented.

Mrs. Thomas asked the Commissioners to approve the hiring of David Clevenger to perform the District's audit. The Commissioners approved said hiring upon motion made, seconded and unanimously passed.

The Commissioners congratulated Chief Carrizzo on his accreditation by the Commission on Chief Fire Officer Accreditation. Chief Carrizzo is one of only 24 in the nation to receive such accreditation.

There being no further business to come before the meeting, it was adjourned at 7:25 p.m. upon motion made, seconded and passed.
