SECTION 8. APPLICATION OF ORDINANCE TO EXISTING CONDITIONS.

Provisions of this ordinance shall apply to existing conditions as well as to conditions arising after April 14, 1997 EXCEPT, that conditions legally in existence at the adoption of this ordinance and not in compliance therewith shall be permitted to continue if they do not constitute a distinct hazard to life or property.
